This workshop provided an opportunity for the European countries
with a long operational experience regarding oil spill detection
to share their experience with Mediterranean countries.
Cedre
with the support of the
European
Commission (Directorate General Environment) and the participation
of
REMPEC
(IMO/UNEP). It took place in Toulon (France) from October
2 to 4, gathering more than 60 delegates of governmental authorities
from 33
Mediterranean and European countries. This high level of participation
enabled fruitful discussions on the topic of recurrent oil
pollution due to the maritime traffic in the seas around Europe,
including the Mediterranean. The workshop included two round
tables, one dealing with the new techniques available in addition
to aerial surveillance, the other with the prosecution and
mutual information aspects.
It was attended by European and French high level authorities.
The opening session was marked by the speeches delivered by
the "Préfet Maritime de Méditerranée",
a representative of the European Commission and the Director
of REMPEC. Lectures were given by representatives of Bonn
Agreement and Helsinki Convention responsible for pollution
surveillance, and by the Mediterranean Action Plan Coordinator.
The "Secrétaire Général de la Mer"
presided the debates concerning the workshop recommendations
derived from the first two days of discussions.
