Civil protection accreditations

Cedre is accredited through the application of law 2004-811 of 13 August 2004 on the modernisation of civil protection and its decree of application 2006-237 of 27 February 2006. This resulted in the attribution of two orders from the Ministry of the Interior:

An interdepartmental accreditation order issued on 31 July 2008, officially recognising Cedre’s capacity to respond alongside government services in the management of accidental water pollution in French waters.

It anticipates Cedre’s integration into the emergency system set up in the event of an accidental pollution incident upon request from the on-scene commander and under the authority of the operations manager.

An international accreditation order issued on 28 August 2008, formally recognising Cedre’s capacity to participate in emergency response engaged by the French state overseas as part of an international aid effort, through bilateral or multilateral agreements, especially within the European Union.

While Cedre has previously been mobilised for overseas missions on many occasions and in varying contexts, this order establishes a formal framework for Cedre’s participation.

Authorisation to deliver national training courses

According to the order dated 3 July 2007, signed by the Water Director for the Minister of State, Cedre is qualified by article L.211-5-1 of the French Code of the Environment to organise training courses on the management of and response to oil or chemical spills at sea, in sea ports and on the shoreline.

According to the Prime Minister’s instruction dated 4 March 2002 relating to pollution response in the marine environment (national POLMAR documentation), Cedre is responsible for continuing its training efforts in pollution response.

Authorisation to deliver training courses according to IMO requirements

According to the French order dated 31 December 2008, signed by the General Secretary for the Sea on behalf of the Prime Minister, Cedre is qualified to run pollution response training courses as outlined in the International Maritime Organization’s international convention of 30 November 1990, on oil pollution preparedness, response and cooperation.

Accreditation under the French Code of the Environment

Cedre is accredited in accordance with article L. 211-5-1 of the French Code of the Environment by the Ministry of Ecology, Energy, Sustainable Development and Planning and is responsible for conducting missions of general interest providing expertise and support for authorities on the marine environment.

This accreditation gave rise to an order issued on 3 July 2007. It provides in particular for Cedre’s participation in:

  • risk analysis of accidental pollution, crisis management, response techniques and the provision of a permanent 24 hour emergency duty service to provide operational advice to the authorities concerned in the event of an incident

  • the spontaneous transfer of all available relevant data to the ministry and maritime authorities in the event of a spill

  • the provision of written, photographic and electronic information on all aspects of response to accidental water pollution

  • advice on pollutants, their evolution, their fate, the risks they represent, applicable response methods and techniques, suitable equipment and products, operational data management

  • the realisation of varied studies and experiments on pollutant behaviour and the assessment of response products and techniques

  • the organisation of training courses by a team of professional trainers on the management of and response to oil or chemical spills, in sea ports and on the shoreline.
